STRIKING OF MEMBERS AND PRACTICES DUE TO NON-PAYMENT OF FEES

| Members are advised that in spite of numerous requests and appeals to some members and practices to pay their outstanding fees due to the ASAQS, it has sadly resulted in some members and practices recently having been struck from the membership roll of the ASAQS due to their ongoing non-payment of fees. This action was undertaken in terms of clause 6.5 of the Constitution of the Association.
The Board of the ASAQS resolved during the ASAQS Board meeting held on 10 and 11 March 2010 that any member that had not fully paid his/her outstanding fees for the period in question (end of financial year 2009/2010) will be struck from the ASAQS membership roll and have his/her membership cancelled without further notice. The effective date of having been struck is thus 28 February 2010. The same applies to QS practices that have also not met their financial obligations towards the ASAQS.
In the event that members and/or practices may believe that they have already paid some or all of the above outstanding fees, we would appeal to such members/practices to please contact the offices of the ASAQS without delay so that any possible misunderstanding may be amicably sorted out. Any queries in this regard should be directed at Ms Merilda Naicker (telephone 011 - 315 4140) at the ASAQS offices.
Nonetheless, should any already struck member/practice wish to have the former membership reinstated, this is still possible subject to all outstanding fees being settled in full and the payment of a penalty fee of R500,00 (net). On the payment of these amounts, all records will be amended to the former status that existed prior to the point of being struck.

AGREEMENT BETWEEN COD AND JBCC TO BE TERMINATED
| |
| Members are advised that following a decision taken by the JBCC Board of Trustees at the recent Board meeting held on Friday 20 August 2010, the current Agreement between the JBCC and Contracts on Demand (which expires on 30 October 2010) will NOT be renewed. This effectively means that the JBCC Electronic Service (JES) for the JBC contract documents will no longer be provided by Contracts on Demand after that date, whose services in this regard will be terminated at that time. JBCC has already given formal notice to Contracts on Demand that the existing Agreement will be terminated and not renewed. An announcement in terms of future arrangements will be made in due course. It should however be noted that the Agreement between the PROCSA Committee and Contracts on Demand as regards the PROCSA Electronic Service (PES) remains unaffected and will continue until further notice. That is a separate Agreement that remains unaffected. | |

AAAMSA CAUTIONARY NOTICE

| It was recently reported by Mr Hans Schefferlie, Executive Director of AAAMSA, that the SABS published "SANS 10160 Parts 1 to 8 - Basis of Structural Design and Actions for Buildings and Industrial Structures" in May 2010. In terms of the National Building Regulations this standard is thus effective as from 1 June 2010.
"SANS 10160 Part 3:2010 – Wind Actions" has published a new approach to determine the wind load on buildings. It can thus no longer be assumed that wind loading on fenestrations as stated in our publications is still correct.
Members are urged to obtain calculations of wind loads from Structural Engineers in ALL instances.

REPORT-BACK ON THE NORTH WEST CHAPTER SEMINAR

| "ENVIRONMENTAL PERSPECTIVE AND MANAGEMENT IN THE BUILDING INDUSTRY" The North West Chapter of the Association of SA Quantity Surveyors held a very successful seminar on Thursday 19 August 2010 at the Kumkani Country Lodge as part of their continuing professional development programme being offered to quantity surveyors, architects, engineers and other professions that have to adhere to it.
This seminar was highly informative and speakers are well known on a national and international level. Mr HJ Schoeman, the convener of the seminar and chairman of the North West Chapter, believes that the event was well attended and successful. All parties involved in this event are thanked and more such seminars should be held to inform the public of important issues and developments in their close environment. CIDB PUBLISHES PRACTICE NOTE ON THE USE OF BILLS OF QUANTITIES

| The Construction Industry Development Board (CIDB) recently issued a Practice Note on the use of Bills of Quantities as a means of evaluating tenders. Th Practice Note is referenced as "Practice Note # 21 dated August 2010.

We are particularly pleased that before the CIDB issued the practice note, representatives of the ASAQS were invited to make comment on the final draft before publication. This augers well for the future as this signifies greater co-operation and liaison between the ASAQS and CIDB on important matters relating to items of mutual interest on matters relating to the profession.
We were also particularly pleased with the CIDB ruling in terms of items 4 and 5 of the Practice Note (submission of full details at tender stage). Too often some employers demand full Bills of Quantities details from contractors with the submission of their tenders. The ASAQS considers this practice as unreasonable and wasteful. Such requests should not be made of all the tenderers at tender submission stage, but only from the successful contractor within a reasoinable period after tender stage. | |

SECURITY ANNOUNCEMENT

REPORT-BACK FROM GAUTENG "FORUMS OF QS PRACTICES" MEETING

| Members are advised that the Gauteng "Forum of QS Practices" meeting was held at the offices of the ASAQS on Tuesday 17 August 2010. An open invitation was extended to all ASAQS practitioners to attend these meetings and in an informal format to share their ideas and concerns, with a view to seeking solutions with the assistance of the ASAQS. All are welcome to attend these meetings, with representatives from both large and smaller practices. Some of the most pertinent information discussed and debated at the meeting included the following: Procurement Documents The ASAQS President, Mr Gert Meyer, handed over a draft document to the meeting entitled "Procurement Documents". This draft document seeks to serve as a guide as to how to set out and prepare tender documents. This draft document will shortly be published and distributed to the members for comment and approval. JBCC Contract Documents Professor Tinus Maritz reported to the meeting that the revisions to the current JBCC suite of contract documents is progressing well, in spite of some unexpected delays. The new PBA Edition 6.0, together with all the supporting documents, is unlikely to be published for distribution before around February/March 2011. It is interesting to note that these documents will have been vetted and approved by the CIDB before final release. Health & Safety Officers Mr Egon Wortmann reported to the meeting that it had been reported that the Council for the Built Environment (CBE) had in principle approved the proposal that in future the registration of Health & Safety officers should fall under the domain of the SACPCMP (Project Management) Council. Once implemented, this will serve to formalise the professional status of the Health & Safety officers. | |

| Members are advised that a strong delegation of ASAQS representatives has recently returned from Singapore to attend the ICEC World Congress 2010, a combined event with the PAQS Congress. NEWSLETTER FROM DEPARTMENT OF HUMAN SETTLEMENTS

| August 2010 marks the commemoration of the 54th anniversary of the Women's March to the Union building. In this year all roads lead to the North West Province to deliver on the 1956 houses marked as a symbol to honor 20 000 women who marched.
The North West province will be the first to deliver on the 1956 target houses. The roll out will spread across the province among all districts but the hype for the build will be at Ditsobotla Local Municipality, Coligny. Thirty five women contractors have been allocated projects in various districts.

BUILDAID : BUILDING & PRICING GUIDE 2010/2011 PUBLISHED

| When the Association of South African Quantity Surveyors (ASAQS) was approached by Mr Graham Alexander of BuildAid to write an introductory letter of support for the BuildAid Building & Pricing Guide for 2010/201, we were pleased to have been afforded the opportunity to demonstrate our support for this very useful publication.
The construction industry has always been in need of a comprehensive guide document that gives insight and clarification on the choice of building materials to be used, the understanding of the how the construction detailing works and finally calculating the costs of putting it all together. Whether the person in need of this information is a sophisticated and experienced contractor, or a more basic owner type builder, the need for such information remains the same. Whether you are a professional consultant, a contractor or a home builder, the useful information contained in this publication will be of great help to undertake the practical task at hand in the best and most cost effective manner.
From the experience gained through the Quantity Surveying profession at the offices of the Association, it has sadly become patently clear that the emerging contractors and uninformed builders are often still lacking in the basic understanding of the cost of construction and how to price tenders, etc. These very same contractors are often excellent builders, but they simply lack the skill and training on how to price the required items of work to be undertaken. It is in this light that the Association fully supports the publication of a guide document such as this BuildAid Building & Pricing Guide. There is a dire need for such a document in the industry and the Association fully supports the publication and distribution of this publication as widely as possible within the construction industry.
We wish to congratulate the publishers on a fine publication and wish them every success with the venture.
Whilst the ASAQS offices are already in possession of a complimentary copy of this publication, we are sadly still awaiting the arrival of the mass consignment. ASAQS SALARY SURVEY 2010
| |
| An annual survey of salaried staff was conducted amongst firms in order to determine the hourly rate for principals, partners, members of close corporations and directors. As such principals are not necessarily allocated a salary, different categories of salaried personnel were used as a basis, with a factor added in order to arrive at an hourly rate.
To all members who participated in this survey, a very big thank you. The responses are currently being analysed by an independent firm, Industry Insight, and a full "Salary Survey 2010" report of the findings will be forthcoming shortly.
It should be noted that the results of this survey will only be made available to the respondent firms of this survey in a format that will ensure absolute confidentiality. The information will NOT be made freely available to everyone on the ASAQS website.

PROCSA JOINT VENTURE AGREEMENT SIGNED
| |
| The PROCSA Client/Consultant Professional Services Agreement comprises a suite of documents prepared to regulate the terms of engagement between the client and the respective consultants. It was compiled in the interests of standardisation and good practice in the construction industry on the combined mandate of the constituent organisations. The combined grouping is simply known as the PROCSA committee. In order to formalise the financial and structural arrangements between and amongst the constituent organisations of PROCSA, a Joint Venture agreement was signed by all the constituent organisations on Wednesday 23 June 2010. To mark the happy occasion, a photo of the signing ceremony with all the signatories is included below.

POLICY ON THE COST OF BANKING CHARGES

CHARGED IN CONNECTION WITH THE RECEIPT OF FOREIGN CURRENCY PAYMENTS The following policy of the ASAQS has been adopted in terms of the cost of banking charges where members make payments to the ASAQS with foreign currency other than South African Rands (ZAR). This policy has been ratified and adopted by the ASAQS Finance Committee at the meeting held on Thursday 03 June 2010. Please click here to read the policy which states : "Members are advised that all payments to the ASAQS are to be made in South African Rand (ZAR) currency. Where this is absolutely unavoidable, the cost of any bank charges related to foreign currency payments will be for the account of the person making the deposit. ...Should it however be unavoidable for members to make payment in a foreign currency, then the ASAQS is happy to oblige, provided that an additional charge of R175,00 be added to each and every transaction that is processed." | Members are urgently advised that it has been established that there is an error in the definitions of the "Base Month (Xo)" and "Valuation Month (Xe)" as incorporated in the "CPAP Indices Application Manual" published by the JBCC during May 2005 (Code 2118). What is contained in this publication is only partially correct and this has no doubt resulted in confusion within the profession in terms of which applicable month index is to be used when calculating the applicable escalations.

ARRANGEMENTS FOR CONFERENCE 2012 WELL UNDER WAY

| As has already been widely advertised, the ASAQS was granted the privilege to host the ICEC World Congress 2012 in Durban. The conference will be held at the ICC Durban from around 23 to 26 June 2012 and arrangements are already underway to prepare for this important event on the ASAQS calendar. This congress will be hosted by the ASAQS and assisted by the Africa Association of Quantity Surveyors (AAQS).
Developments to date include the finalisation of the following: - A Conference Organising Committee has been formed and will comprise of the following persons :

- A firm of professional conference organisers, Turners Conferences (from Durban), has been appointed to assist with the arrangements.
- ASAQS has presented an effective marketing presentation to the ICEC World Congress 2010 in Singapore from 23 to 27 July 2010 to publicise the congress in South Africa.
- Preparations are underway for the ASAQS to present an effective marketing exercise at the ICEC World Congress 2010 in Singapore from 23 to 27 July 2010 to publicise the congress in South Africa.
- All booking arrangements with the ICC Durban have been confirmed, as well as the official support of the City of Durban.
- A dedicated conference website is in development and may soon be viewed on www.icec2012.org.za
- A dedicated e-mail address has also been finalised for any further queries info@icec2012.org.za
