CALL FOR PANEL OF ARBITRATORS

| The Association head office periodically gets calls from members of the public requesting names of suitable Arbitrators/Mediators/Adjudicators to assist on projects where disputes have arisen. Although many of our Quantity Surveying members may well be suited for such appointments, the list of the separately compiled "Approved Panel of Arbitrators" (prepared during 2004) needs to be updated and amended. In so doing, the persons making the appeal can then be presented with the complete list of all suitable persons that may be in a position to undertake such arbitration work, and everybody is given a fair opportunity to be offered such work through the assistance of the ASAQS.
An appeal is therefore extended to all our members who are qualified, willing and able to act as Arbitrators/Mediators/Adjudicators to contact the Executive Director, Mr Egon Wortmann (telephone 011 – 315 4140) so that you may be placed on the amended panels of potential Arbitrators/Mediators/Adjudicators. The intention is for the amended list of suitable candidates to be listed on a region by region basis, say on a Chapter by Chapter basis. Should the Association then subsequently be approached for suggestions of suitable candidates, the persons requiring such names will simply be furnished with the relevant panel with the complete list of Arbitrators willing to operate in the applicable region. Members are requested to stipulate clearly in which Chapter area/s they are able and willing to accept such arbitration appointments.
In this way fairness to all will be achieved and the final choice as to who to appoint as Arbitrator/Mediators/Adjudicators will ultimately remain with the person that requires the service. All interested parties are encouraged to contact the Association offices at earliest convenience so that this procedure may be finalised as soon as possible. | |

CESA RELAY 2009

| Members are advised that Consulting Engineers South Africa (CESA) has extended an invitation to all ASAQS members to participate in this years "SSI 2009 CESA Relay" to be held on Saturday 29 August 2009.
This Consultants Relay is an annual event that provides opportunity for member firms of the built environment to engage in some physical exercise, meet and mingle with other professional colleagues in the built environment and simply to enjoy a fun family day.
Organisation
The 24th Consultants Relay is organised and hosted by SSI, under the auspices of the Consulting Engineers South Africa (CESA). This year's sponsors are Momentum, BEPMEDS Medical Scheme, Professional Benefits Consulting (PBC), 3SMedia and ABSA Bank.
Venue and Date
The relay starts at 08:00 on Saturday, 29 August 2009 at the Fountains Valley Resort in Pretoria. Entry to Fountains Valley Resort is free.

THE JBCC CPAP INDICES COMMITTEE RE-CONVENED

| The JBCC organisation, with the support and initiative of the relevant constituent organisations, has recently revived the JBCC CPAP Committee, following numerous problems and complaints from users regarding the weightings and accuracy of the indices issued by Stats SA. The previous JBCC CPAP Committee last met during 2004 and there has really been no formal process to address these issues and concerns since that time. It was thus decided to re-convene this committee and to resume active discussions along these lines.
The ASAQS representatives on the JBCC CPAP Committee are: Mr Leon Cronje (Pentad QS's) Mr Kevin Pickup (Davis Langdon) Mr Hoffie Cruywagen (University of Pretoria) Mr Egon Wortmann (ASAQS)
The first reconvened meeting was held on Tuesday 30 June 2009, which was well represented by the various participating organisations. At this meeting it was resolved and agreed that this committee will in future meet twice a year to consider any submissions and requests for changes. The next meeting is scheduled for Tuesday 15 September 2009. Should you be of the view and opinion that there are problems with the weightings or make-up of a particular index, please submit your suggestions and proposals to the ASAQS (Attention : The Executive Director) and not to the JBCC directly. Any submissions received timeously before this time (say Tuesday 8 September 2009) will be collated and presented for discussion at the meeting on Tuesday 15 September 2009. Any submission received after this date will sadly only be dealt with at a later stage (i.e. sometime during 2010). | |

CETA ISSUES PRESS STATEMENT

| Members will be aware that over the last few years there has been a lot of unhappiness experienced and criticism expressed by industry in general about the manner in which the CETA organisation has conducted its affairs. Most recently, allegations have been raised about the lax internal controls within the organisation that may have led to the financial and organisational mismanagement of the organisation.
In a recent press statement dated 6 July 2009, CETA has responded to these allegations in an attempt to rectify the situation and to place on record that these matters are receiving their urgent attention and that structures are in fact in place to overcome these problems. The recently released pressed statement entitled "ADDRESSING INTERNAL ILLS FOR A STRONGER ORGANISATION" is a response to these allegations.
Whilst no formal response is intended from the ASAQS at this stage, it should be noted that the ASAQS has been instrumental, through the structures of the BEP Grouping liaison committee, to point out and highlight the well documented previous ills and shortcomings of the operational and financial management of CETA. But we are encouraged about the manner in which the new CETA Council, under the Chairmanship of Mr Gavin Strydom from KZN, has gone about its business and how it has made every attempt to genuinely get the CETA organisation back on track. They must be applauded for their efforts and genuine attempt to "rectify the evils of the past" and they should in our view be supported in their efforts to do so.
The ASAQS will continue to support CETA and will commit to assisting CETA wherever possible to fulfill its mandate of training and addressing the skills shortage within our industry. We need this, we will support this !!

2010 ICEC WORLD CONGRESS POSTPONED

| Members are advised that the 2010 ICEC World Congress (to be held in conjunction with the PAQS Congress) in Singapore has been changed from May 2010 (as earlier advertised) to 25 to 29 September 2010.
The hosts for the event, the Singapore Institute of Surveyors & Valuers (SISV), recently made this decision at one of their regional meetings, which was subsequently also adopted and approved by ICEC. This occurred after a suggestion to the SISV from ICEC Chairman, Mr. Peter Cox, to review the original date. The date change was made due to the proximity of the original date to the 2010 AACE-I Congress and to provide more scope for the global financial crisis to ease (hopefully) and enable more delegates to attend. The date of the 2012 ICEC World Congress (to be held in conjunction with the AAQS Congress) in Durban, KwaZulu Natal however remains unchanged from 23 to 26 June 2012. This event will be organised by the ASAQS and supported/endorsed by the AAQS. Please diarise the change now, which we have formally also accepted on behalf of the ASAQS. | |

MAX CROFTS INAUGURATED AS RICS PRESIDENT FOR 2009/2010

| Max Crofts has been inaugurated the RICS President for the 2009 / 2010 session, taking up his position at the RICS Annual General Meeting on 6 July 2009. Mr Crofts is a Bristol-based partner at international property consultants King Sturge LLP. His firm, which will celebrate its 250th anniversary in 2010, has provided two earlier Presidents - William Sturge in 1878 and Philip Franklin in 1976. A specialist in corporate real estate advice and an arbitrator of property disputes, Mr Crofts joined J P Sturge & Sons in 1970 as its first graduate trainee. In 1974 he opened the firm's Bath office, which he ran for 17 years before returning to Bristol in 1992 at the time of the firm's merger with London-based King & Co. Speaking at the inauguration Mr Crofts said: "The past year has been tumultuous for all in the property world. Members at all levels have been directly or indirectly affected by reduced confidence and fewer business opportunities. "The most important action the RICS can take, and which the Presidential Team will reinforce, is to ensure that the letters FRICS and MRICS continue to be recognised both as the 'gold standard' in property expertise and as a 'global passport' – the world wide badge of quality. "We must ensure that the profession has the capacity to take advantage of the inevitable upturn, whenever it comes. We are particularly conscious of the difficulties faced by those who have found themselves seeking new jobs and we are keen to ensure that our qualified members and new entrants are not lost to the profession. "One of the ways in which the Institution can underline the profession's credentials is through its work with Governments around the world, who acknowledge that RICS' measured and thoughtful approach, based on the solid foundation of standards and professionalism, is the answer to a number of challenges in consumer protection and property service, for example in the UK residential sector." | |

REPORT-BACK OF AAQS/TIQS CONFERENCE : DAR ES SALAAM

| We are happy to report that three representatives of the ASAQS recently attended the AAQS/TIQS Conference and subsequent related meetings at the White Sands Hotel & Resort situated in Dar Es Salaam, Tanzania, on Thursday 25 June and Friday 26 June 2009. Full-day Conference - Thursday 25 June 2009 Delegates from across the continent attended this international conference that offered an interesting and varied programme. The ASAQS representatives that attended the full day conference included the following members: Dr Corne' de Leeuw Mr Thembi Matunda Mr Egon Wortmann
Dr Corne' de Leeuw presented a paper at the conference entitled "The PROCSA Client/Consultant Agreement" followed by a very popular presentation by Mr Thembi Matunda entitled "Road to the 2010 Soccer World Cup". This topic generated a lot of excitement and enthusiasm for the anticipated soccer feast that is in store for all Africans during 2010 !!

AAQS & ICEC Meetings - Friday 26 June 2009 The following day on Friday 26 June 2009 the programme included a full day of organisational meetings as follows: - 08h30 to 10h00 : ICEC Region 3 meeting (which was attended by Mr Peter Cox, Chairman of ICEC)
- 10h00 to 17h00 : AAQS Council meeting (which was attended by Mr Dan Kimoro, Chairman of AAQS)
We were pleased and privileged to have had Mr Peter Cox, Chairman of ICEC and Past President of the AIQS, in attendance at both meetings. His input in terms of his international experience and insight added much value to the meetings. We were also happy to have had very good attendance at the AAQS Council Committee meeting. This augers well for the support and enthusiasm that exists within the committee to further the aims and goals of the AAQS as an organisation serving the QS profession in Africa. To round off the trip with a little sightseeing whilst in Tanzania, most of the foreign delegates scheduled a subsequent trip to the island of Zanzibar from Saturday to Sunday. This turned out to be a most pleasant experience for the international guests. It gave them the opportunity to experience the rich culture and history of the island, as well as sample their traditional dishes. As the local Swahili people would say - Hakuna Matate - which means - No problems !! | |

REPORT-BACK OF ASAQS PRESIDENTIAL VISIT TO NAMIBIA

| We are happy to report that the Immediate Past President of the ASAQS, Professor Rob Pearl, visited the Institute of Namibian Quantity Surveyors (INQS) on Friday 26 June 2009 as part of the Namibian leg of the Presidential Tour 2009. The visit was undertaken to Windhoek, Namibia and Professor Pearl represented the ASAQS at the INQS AGM and Conference on that day.

PUBLICATION OF THE ASAQS "CENTENARY PUBLICATION"

| As you will be aware, the ASAQS was celebrating the Centenary of the Association as a national organisation during 2008. To celebrate this historic milestone in the history of the ASAQS, there have been two main areas of focus of celebration: Centenary Gala Dinner in Gauteng (held on 18 October 2008) Centenary Publication ("A Century of Quantity Surveying in South Africa"). Although the initial indications were that the publication would be launched around November 2008, due to inevitable publishing delays this target date was sadly not achieved and the anticipated publication date will be towards the end of September 2009. We wish to apologise to the readers and advertisers alike for any inconvenience caused as a result of this delay. Members will be interested to note that all the draft material in terms of the written articles, photos, memorabilia, etc have been completed and all this information was handed over to the publishers on Tuesday 21 July 2009. In essence, we have been advised that the future programme to the final launch of the publication will be something like this: Completion of editing, typesetting and proof reading = 4 weeks Printing of publications = 4 to 6 weeks Final documents ready for distribution = mid to end September 2009
This has been a huge and time-consuming effort by all concerned, and having got to this stage comes with great relief and joy on our part !! We would like to particularly thank Prof Thys Sigle', who was a great help over the last few weeks. Consideration is currently also given to an official launch function at which the ASAQS Centenary Publication will be officially launched. Members will be advised in good time about the date a details of this launch function. | |
