By close of business on Friday, 16 October 2009, full details of unpaid claims for payment of professional fees which are currently outstanding for longer than 60 days, should be submitted to the SACQSP Registrar for submission to the Minister of Public Works, Mr Geoff Doidge.

 STRATEGIC PLANNING WORKSHOP : QUESTIONNAIRE

 

 

The ASAQS Board has decided to undertake a Strategic Planning Workshop to assess the current operations of the ASAQS and to gauge the general market perceptions as to the operational effectiveness of the organisation. In this regard you are invited to give your input and to make your views known and thereby assist the ASAQS to establish what the perceived areas are that require improvement, and to factor those suggestions into the future operations of the ASAQS. We would appreciate a few moments of your time to fill in the attached questionnaire and to return same directly to the company that has been appointed to facilitate the workshop, LHA Management Consultants. The results of this survey will then form the basis of the Strategic Planning Workshop that has been scheduled to be undertaken at the ASAQS offices on 08 and 09 October 2009.

 ASAQS WEBSITE ACHIEVES OVER 1 MILLION HITS PER MONTH !!

 

 

The ASAQS is proud to announce that the ASAQS website (www.asaqs.co.za) has achieved over 1 million hits onto the site during the month of August 2009. This is an all-time record and is a practical demonstration that the website is not only current and relevant, but of great interest to the members and the general public alike.

We would like to take this opportunity to express our thanks to the ASAQS webmaster, Mr Bert van den Heever, for his assistance and dedication to achieve this historic milestone and to make this all possible. In his advice to the ASAQS offices he reported as follows:

You will notice that the ASAQS stats spiked every Monday in August except for Tuesday 11th August 2009 which followed the long weekend.

 QS SALARY SURVEY 2009

 

 

APPEAL TO SENIOR PARTNERS/DIRECTORS OF QUANTITY SURVEYING PRACTICES

An annual survey of salaried staff was conducted earlier and member firms were requested to submit salary details to the ASAQS offices by no later than Friday 18 Septembers 2009. Whilst we are appreciative of all the member practices that have already submitted their information to date, the general response has been very disappointing. Of the total of around 760 registered member practices that were contacted, only around 60 have actually submitted the requested information. In terms of achieving a statistical sample that would generate reliable and representative results, we have been advised by the economists that we should target a minimum of at least 150 odd firms to achieve that end. As we are clearly far short of that, I would appeal to all member firms that have not yet submitted their details to please do so at earliest convenience.

The salary survey is conducted amongst firms in order to determine the hourly rate for principals, partners, members of close corporations and directors. As such principals are not necessarily allocated a salary, different categories of salaried personnel are used as a basis, with a factor added in order to arrive at an hourly rate.

Please be assured that only the Executive Director of the ASAQS has access to the individual returns, thus absolute confidentiality is assured.

As soon as sufficient feedback is received from the firms, this information is handed over to a firm of statistical analysts (Industry Insight) who are commissioned to capture the information and compute the results to finally arrive at an hourly rate. Clearly the better the response from the firms, the more reliable and representative the results will become. A special and repeat appeal is therefore made to all member firms to please assist the Association with this important survey by setting aside a little time to complete the questionnaire and returning same (preferably in electronic format) to the offices of the Association at earliest convenience.

To simplify matters we have, this year, introduced an electronic online submission form that can be accessed by clicking here.

Alternatively you may download the survey in either MsWord (for e-mailing purposes - right-click on the link and download to your computer) or PDF-format (for faxing purposes).

Please submit the information back to the Executive Director of the ASAQS, Mr Egon Wortmann, by e-mail to director@asaqs.co.za . Alternatively it can be faxed to (011) 315 3785 or posted to the ASAQS, P.O. Box 3527, Halfway House, 1685.

Finally it should be noted that the results of this survey will only be made available to the respondent firms of this survey. The information will NOT be made freely available to everyone on the ASAQS website as distribution will be carefully monitored and controlled. This will assist to encourage firms to contribute confidential information that will only be made available to the participant firms of the survey. Absolute confidentiality is therefore assured.

 UPDATED PROCSA CLIENT/CONSULTANT SERVICES AGREEMENT

 

 

We are pleased to announce that the update of the latest PROCSA Client/Consultant Services Agreement has been released by the PROCSA committee and these are now readily available from the offices of the ASAQS.

In essence the agreement for each specific profession is made up of two parts:
• Terms and Conditions (generic to all professions)
• Annexures A & B (specific to respective professions)

The Terms and Conditions are applicable to all professions and will be suitable for all professions on any project with multi-profession appointments. The differentiation between the respective professions is brought about by applying the relevant and applicable Annexures A & B, which are profession specific. So each agreement will require a set of these two document types for signature.

A total of eight profession specific Annexures A & B are currently available as follows:
• Architect
• Civil Engineer
• Electrical Engineer
• Mechanical Engineer
• Principal Agent
• Project Manager
• Quantity Surveyor
• Structural Engineer

Please be advised that in the foreseeable future only the "Quantity Surveyor" Annexures will be held in stock by the ASAQS offices. Should the demand for the other professions however prove to be worthwhile, then consideration may be given in future to extend the range of items to be stocked by the ASAQS.

The cost of these documents when purchased from the ASAQS offices (across the counter – inclusive of VAT) are as follows:

  • Terms and Conditions (generic to all professions)
    • Members = R150,00 (members)
    • Non-members = R160,00 (non-members)
  • Annexures A & B (specific to respective professions)
    • Members = R150,00 (members)
    • Non-members = R160,00 (non-members)

The above prices do not make any allowance for postage costs should it be necessary to post the documents to members. The postage charges will be in addition to the above prices.

 DATE OF 2010 ICEC WORLD CONGRESS CHANGED – AGAIN !!

 

 

Members are advised that the date for the 2010 ICEC World Congress (to be held in conjunction with the PAQS Congress) in Singapore has again been changed. It was originally scheduled for May 2010, then changed to September 2010 (as earlier advertised). Now we have again been advised that there has been another change and the latest (and hopefully final) date is now fixed for 23 to 27 July 2010. This is approximately a fortnight after the final game of the FIFA Soccer World Cup 2010.

After consideration of numerous factors to settle on a date that would suit most, the hosts for the event, the Singapore Institute of Surveyors & Valuers (SISV), recently made this decision, which was subsequently also adopted and approved by ICEC. This occurred after a suggestion to the SISV from ICEC Chairman, Mr. Peter Cox, to review the original date. The date change was necessitated due to numerous calls from interest groups for a more suitable date.
 
The date of the 2012 ICEC World Congress (to be held in conjunction with the AAQS Congress) in Durban, KwaZulu Natal however remains unchanged from 23 to 26 June 2012. This event will be organised by the ASAQS and supported/endorsed by the AAQS.
 
Please diarise the date change now, which we have already formally accepted on behalf of the ASAQS.

 


 

 REPEAT EXPLANATIONS FOR 5TH EDITION JBCC CONTRACT

 

 

Although the new 5.0 edition of the JBCC Suite of Contracts (Principal Building Agreement, N/S Subcontract Agreement and Minor Works Agreement) has been in circulation since July 2007, numerous ongoing queries from members have indicated the need for further explanation as to what constitutes the set of documents required to form the complete set. This notice is a repeat of a similar notice issued by the ASAQS way back in November 2007, and is repeated here for the benefit of those members that may still not be totally clear on all the requirements and documents in place.

All the listed documents are available from the ASAQS offices. Members were previously advised that this new edition should not be put in use before all the supporting forms and ASAQS documentation had been completed and formally released. These outstanding documents were finalised and released by the ASAQS offices during 2007 for general member use.

Members are advised that when the new 5.0 suite of documents is implemented on future projects, they should include all the following documentation:

  • PBA (Principal Building Agreement) Edition 5.0 (dated July 2007)
    • Contract Data Employer – Contractor PBA (dated July 2007)
    • Contract Data Contractor - Employer PBA (dated July 2007)
  • N/S Subcontract Agreement edition 5.0 (dated July 2007)
    • Contract Data Employer – Contractor N/S (dated July 2007)
    • Contract Data Contractor - Employer N/S (dated July 2007)
  • Minor Works Agreement edition 5.0 (dated July 2007)
    • Contract Data Employer – Contractor MWA (dated July 2007)
    • Contract Data Contractor - Employer MWA (dated July 2007)

Supporting Documentation prepared by the ASAQS :

  • Preliminaries Document (dated November 2007)
  • Bill No 1 of the Model Bills of Quantities (dated November 2007)

The ASAQS supporting documentation is freely available in electronic format in the Closed User Group (CUG) section of the ASAQS website (www.asaqs.co.za). Hard paper copies are also available from the ASAQS offices.
 
What is of significance is that the previous JBCC Preliminaries document (in support of the 4.1 edition of the PBA) was withdrawn and this was replaced by the new ASAQS Preliminaries document (in support of the 5.0 edition of the PBA). Also worthy of mention is the fact that all the supporting JBCC Documentation (contract tender forms, etc) may be used with both the 4.1 and 5.0 editions respectively.

It should further be noted that these documents from the different versions are NOT INTERCHANGEABLE. For example, the earlier JBCC Preliminaries document (dated May 2005) cannot be used in conjunction with the JBCC PBA (July 2007 edition). The clauses will simply not talk to each other and the overall result would be a total mess if that was attempted in ignorance.

Please be advised that both the 4.1 and 5.0 editions of the JBCC suites of contract will, until further notice, still be freely available from the ASAQS offices. There are sufficient stocks of both editions for the foreseeable future.

 THE JBCC CPAP INDICES COMMITTEE RE-CONVENED

 

 

The JBCC organisation, with the support and initiative of the relevant constituent organisations, has recently revived the JBCC CPAP Committee, following numerous problems and complaints from users regarding the weightings and accuracy of the indices issued by Stats SA. The previous JBCC CPAP Committee last met during 2004 and there has really been no formal process to address these issues and concerns since that time. It was thus decided to re-convene this committee and to resume active discussions along these lines.

The ASAQS representatives on the JBCC CPAP Committee are:
• Mr Leon Cronje (Pentad QS's)
• Mr Kevin Pickup (Davis Langdon)
• Mr Hoffie Cruywagen (University of Pretoria)
• Mr Egon Wortmann (ASAQS)

The first re-convened meeting was held on Tuesday 30 June 2009, with a follow-up meeting held on Tuesday 15 September 2009. Should you be of the view and opinion that there are problems with the weightings or make-up of a particular index, please submit your suggestions and proposals to the ASAQS (Attention : The Executive Director) and not to the JBCC directly.

 


 

 PUBLICATION OF THE ASAQS "CENTENARY PUBLICATION"

 

 

It is with regret that we have to advise that the Publishers of the ASAQS Centenary Publication, Chris van Rensburg Publications, have now advised that they are unable to guarantee that the publication will definitely be ready for around the time of the ASAQS Board meeting in October 2009. Based on what we were advised and as reported earlier, the ASAQS Exco had decided to schedule the official Launch function for around the time of the Board meeting - Thursday 8 October 2009. This now looks very unlikely to be achieved and we will thus NOT proceed with the arrangements for that date any longer.
 
This process has been like trying to organise a wedding, when you are not certain that you actually have a bride ! So we will first make sure that we have the bride before we proceed to organise the wedding !
 
But the publishers are now aiming for end October/early November 2009 instead. This means that the publication will hopefully still be available to members well before the Christmas shutdown, and those wishing to use this publication as Christmas presents for their clients will in all likelihood be able to plan on that. But when and how we arrange the launch function is now again up for debate and this will have to be decided in due course, based on what we are told by the publishers.
 
Our apologies for any inconvenience, but this is now really out of our control as we are in the hands of the publishers.

We look forward to the launch of the ASAQS Centenary Publication with great anticipation.

The JBCC ELECTRONIC SERVICE (JES) provides the industry with an easy to use method of accessing JBCC Contract Agreements and Forms together with other capabilities that save time and provide an efficient way of using the JBCC Documents.

The JBCC ELECTRONIC SERVICE (JES) is provided on an annual subscription basis and the price is determined according to the number of office locations taking the Service.

JES can be used on an unlimited number of workstations per office location, other than the Project Cost Control software application and the Payment Certificate software application. These are provided for one workstation per office location as part of the normal subscription price. Additional workstations can be supplied, if required, at an additional monthly amount.

 


 

 ASAQS MEMBERSHIP INCREASES

 

 

During the recent Forum of QS Practices meeting held on Tuesday 8 September 2009, a request was expressed by the members to publicise the membership statistics of the ASAQS as they currently exist. In response to this request, and for the general information of the public and members alike, attached please find details of the ASAQS membership (as at 23 July 2009) for the following:
·     Individual Members (total of 3740)
·     Member Practices (total of 755)

As a general comment, it is pleasing to note that the membership of the ASAQS indicates a sustained and steady increase in numbers. From the attached schedule you will note that there has been an increase of almost 7% in terms of numbers over the 4-month period prior to 23 July 2009. This bodes well for the future of the ASAQS specifically and the QS profession in general. We would express our sincere thanks for the ongoing support of the ASAQS.

 MBSA CONGRESS 27-29 SEPTEMBER 2009

 CALL FOR PANEL OF ARBITRATORS

 

 

The Association head office periodically gets calls from members of the public requesting names of suitable Arbitrators/Mediators/Adjudicators to assist on projects where disputes have arisen. Although many of our Quantity Surveying members may well be suited for such appointments, the list of the separately compiled "Approved Panel of Arbitrators" (prepared during 2004) needs to be updated and amended. In so doing, the persons making the appeal can then be presented with the complete list of all suitable persons that may be in a position to undertake such arbitration work, and everybody is given a fair opportunity to be offered such work through the assistance of the ASAQS.

An appeal is therefore extended to all our members who are qualified, willing and able to act as Arbitrators/Mediators/Adjudicators to contact the Executive Director, Mr Egon Wortmann (telephone 011 – 315 4140) so that you may be placed on the amended panels of potential Arbitrators/Mediators/Adjudicators. The intention is for the amended list of suitable candidates to be listed on a region-by-region basis, say on a Chapter-by-Chapter basis. Should the Association then subsequently be approached for suggestions of suitable candidates, the persons requiring such names will simply be furnished with the relevant panel with the complete list of Arbitrators willing to operate in the applicable region. Members are requested to stipulate clearly in which Chapter area/s they are able and willing to accept such arbitration appointments.

In this way fairness to all will be achieved and the final choice as to who to appoint as Arbitrator/Mediators/Adjudicators will ultimately remain with the person that requires the service. All interested parties are encouraged to contact the Association offices at earliest convenience so that this procedure may be finalised as soon as possible.
