Changes to CPAP Indices: Statistical Release P0151

The Construction Price Adjustment Provisions (CPAP) Committee issued the following general notice on the 25th January 2018:

1.            CHANGES TO THE FORMAT OF THE CONSTRUCTION PRICE INDICES

Statistics South Africa is changing the format of its construction price indices. For many years Stats SA has published indices for use in construction industry contract escalations. These are known as Contract Price Adjustment Provisions (CPAP). The existing statistical release (P0151) will be supplemented with additional Construction input price indices (CIPI) starting with the January 2018 reference period, for publication on 22 February 2018.

The name and number of the publication will change to reflect the amendments. It will be referenced as Statistical Release P0151.1 and titled ‘Construction materials price indices’.

It is important to note that there are no changes to the published CPAP work groups although some changes have been made to the specific products feeding into the indices. The format of the CPAP work groups will be retained and will be published as Table 1 of the release. The CPAP work groups are overseen by an industry committee comprising constituent construction services.

§  Copies of Stats SA’s public notice, explaining the changes, as well as a sample of the (new) Construction Materials Price Indices – Statistical Release P0151.1 is attached for information. 

2.            THE CONSTRUCTION PRICE ADJUSTMENT PROVISIONS COMMITTEE

The committee is the oversight structure for the Construction Price Adjustment Provisions (CPAP) published by Stats SA. The CPAP provides indices for escalation purposes in construction industry contracts.
