<title>2014 YEAR END MESSAGE: PRESIDENT OF THE ASAQS</title>

<description><![CDATA[<p style="text-align: justify;"><span>The end of the year is indeed a milestone, a time to take stock of objectives and resolutions set at the onset of the New Year. It is our time to sit and reflect on the battles that we have fought. It is also a time to consider the value that we have added to all on whose lives we have impacted on!</span></p>
<p style="text-align: justify;"><span><img alt="" src="https://www.asaqs.co.za/resource/resmgr/News_items/Onie_200.jpg" style="float: left; border: 1px solid #262626; margin-right: 5px;" />We reflect on the good friends we have made, and the good friends we have lost, wondering how we could have approached situations differently.</span></p>
<p style="text-align: justify;"><span>As an Association we set out at the beginning of the year to ensure that the Educational and Training requirements of our members are adequately supported, and as such, the Edutech wing was put in place. It so ably provided many a CPD functions throughout the Provinces. We are indeed grateful to the Edutech Committee. Our great appreciation and well wishes go to Mr. Boshoff whose efforts saw Edutech kick-off to a recognized division of the ASAQS Office. The ASAQS will greatly miss him as he has left to take up assignment elsewhere in Africa!</span></p>
<p style="text-align: justify;"><span>A successful conference was held in Pretoria this year as a joint initiative with the South African Council for the Quantity Surveying Profession. This indicated an enhanced working relationship between the Voluntary Association and Statutory Council. The healthy relationship can only be positive for the Profession in general and the ASAQS in particular!</span></p>
<p style="text-align: justify;"><span>The Board’s efforts at recruiting for a Marketing Manager; deserves mention, whilst this task remains to be completed, we believe 2015 will bear fruit to the efforts spent thus far.</span></p>
<p style="text-align: justify;"><span>The Construction Sector Charter Council (CSCC) has been hard at work to produce sector specific codes! Special Mention of appreciation should go to our Executive Director and the Immediate Past President who have championed the ASAQS contributions to CSCC. Whilst the process continues, the efforts to date are highly commendable.</span></p>
<p style="text-align: justify;"><span>We are most grateful of Mr. Chris de Wet who served on Exco and the Board till recently; his contribution was a huge value to the profession.</span></p>
<p style="text-align: justify;"><span>I would further like to thank the Executive Director and his dedicated team for the excellent work in attending to the various requests from members and the public, and in supporting the ASAQS Board and its Chapters.</span></p>
<p style="text-align: justify;"><span>To all our members that have taken the time to attend to any initiative of the Board or Chapters – we are most grateful. Such attendance remains the greatest acknowledgment of the efforts of these committee members who give their time for free.</span></p>
<p style="text-align: justify;"><span>Of course, there might have been deviant instances where some member expectations were not met; we hope we can all work towards improving such, for better positive results in the New Year!</span></p>
<p style="text-align: justify;"><span>As we face 2015, I would like to wish you a well-deserved rest and I hope that you will be able to recharge for a better 2015.</span></p>
<p style="text-align: justify;"><span>I also like to wish a Merry Christmas to our Christian Members and friends and a safe and joyful festive season to all.</span></p>

<title>​Executive Directors&apos; end of year message 2014</title>

<p><span>Dear members,&nbsp;</span></p>
<p><span>May I start this “end of year” message by asking you a number of important questions to consider or &nbsp;re-consider?&nbsp;Why is the ASAQS here and why do we exist? What is it that drives our board and association and why do we need your support by way of subscription fees? Why do you, a member of our association need the ASAQS?&nbsp;These are all obviously important questions and the answers to them can be found when we begin to understand the many things that the ASAQS does do and perform on behalf of our profession.</span></p>
<p><span>So what have we done for you (our member) and by virtue of this, our profession over the last 12 months?&nbsp;</span></p>
<p><span><span><strong>ADVOCACY</strong></span>&nbsp;</span></p>
<p><span>The ASAQS has a strong voice within the built environment and actively represents our profession on numerous important committees and government bodies. The ASAQS also advocates for the QS profession by replying to “calls for comment” on construction sector policies put out for public discussion and comment by various government agencies. We also advocate and represent our profession with the</span></p>

<p><span>We continuously lobby with government departments on behalf of our membership, writing to ministers and civil servants - albeit sometimes more successfully than other times. We continue to raise matters of concern with these various government agencies. Whilst we raise many red flags and lodge complaints, we also ensure that we are able to offer solutions to the self-same matters of concern that we raise.</span></p>
<p><span>The association plays an active role on the board and technical committee of the JBCC and PROCSA. We have ASAQS board members looking after the interests of the profession by serving on the GBC (Green Building Council), (ICEC) International Cost Engineering Council, RICS (Royal Institute of Chartered Surveyors) and MBA (Master Builder Association). We represent the interests of the QS profession on the BEP grouping (Built Environment Professions Grouping) comprised of senior executives from the other professions within the construction sector. This forum allows the professions to wherever possible take a unified approach when seeking to comment on proposed policy and engage with various government agencies.&nbsp;</span></p>
<p><span>We are fully aware of how important it is to actively promote QS’ing not only as a career choice for young students, but also promote the tangible value that a QS brings to a project. We are fully aware of the need to carry a strong message to all government departments to insist that the services of a QS are used in every project over a certain value. The ASAQS has actively sought the talents of a competent marketing manager who is able to advise the board on how best to market the profession, and in so doing market the abilities and involvement of quantity surveyors on every major project in the private or public sector. The committee conducted two rounds of interviews during the latter part of 2014, &nbsp;but were ultimately unsuccessful in the recruitment of a marketing manager. However – the ASAQS is set on recruiting the right person for this job and will continue with sourcing and placing a suitable candidate in the new year.&nbsp;</span></p>
<p><span>But marketing our profession definitely does NOT end there…</span></p>
<p><span>Each and every one of us need to market ourselves. As obvious as it sounds, you would not believe the amount of complaints that I receive regarding the below par services that are “charged for” by professional QS’s. Surely it is time for us as a profession to understand that the days of producing a BOQ and holding out our hands for payment are long gone? As professional quantity surveyors we need to realise that the way in which this profession has done business in the past is changing. As important as bills of quantity and estimates are, it should not define us as a profession. We need to be actively creating far more commercial opportunity for ourselves and more importantly value for our clients. As you all know, project management, feasibility studies and acting as principle agents are just a few of the additional services that every professional QS should be actively promoting to every client on every project.</span></p>
<p><span>Is it overly dramatic to say that the very reputation of our profession is at the heart of this matter?</span></p>
<p><b><u><span>TECHNICAL</span></u></b><span>&nbsp;</span></p>
<p><span>The ASAQS has recognised for a long time the need to deliver additional technical services for our profession. In January this year an EduTech director was employed to manage the entire EduTech portfolio. Mr Nellis Boshoff was appointed as the EduTech Director in to order manage this division of the ASAQS - with the aim being to provide all manner of technical support services to our members or the public. EduTech would also be responsible for accrediting supplier CPD as well as providing and delivering bespoke CPD courses&nbsp;<u>to all chapters</u>&nbsp;of the ASAQS nationwide. The CPD provided by EduTech is offered at a very fair cost.&nbsp;</span></p>
<p><span>Furthermore, Edutech is able to assist the public and our members with bringing complaints to the SACQSP specifically in instances where the complainant wishes to remain anonymous. These complaints could be related to breaches in ethics, conduct or the QS Act.&nbsp;</span></p>
<p><span>EduTech is also responsible for ensuring that all documentation that is currently used by the profession on a regular basis is updated and remains relevant.</span></p>

<p><span>A large amount of resources and energy has gone into representing the ASAQS on&nbsp;negotiations&nbsp;for a construction sector BBBEE scorecard. These negotiations are held by the CSCC &nbsp;who is mandated by the DTI (Department of Trade and Industry) to engaging with all stakeholders within our sector with a view to agreeing on a progressive scorecard that promotes transformation within the construction sector.&nbsp;More information regarding where these negotiations are currently holding will be made available to all members within the next few days.</span></p>
<p><span>S</span><span>o in my view and in reply to my own opening question – “What does the ASAQS do</span><span>?” I believe can be answered as follows :- &nbsp;</span></p>
<p><span>We exist to serve the interests of our members and our profession</span><span>, ensuring that our profession remains vibrant, dynamic, adaptable and responsive to an ever changing commercial environment. We exist to actively promote quantity surveying in all spheres of the construction sector and diligently represent the commercial interests of our profession.</span></p>
<p><span>All that the ASAQS does can only continue to be done through your generous and loyal support - and it is for this reason that I would like to thank you all individually as well as collectively on behalf of all of our members and firms.</span></p>

<title>New Everyman&apos;s Building Contract</title>

<description><![CDATA[<p style="text-align: center;"><b><span style="font-size: 12pt; font-family: Arial, sans-serif;">Everyman’s Building Contract (2<sup>nd</sup> Edition)</span></b></p>
<p style="text-align: justify;"><span style="font-size: 12px; font-family: Arial, sans-serif;">In 1988, five Port Elizabethans agreed that as a much-needed, voluntary, non-profit service to the South African construction industry, they would design a building contract which ensured that building contractors and their clients had a mutually fair, complete, workable set of conditions on which to base their contractual arrangements.</span></p>
<p style="margin-bottom: 0.0001pt; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12px;"><img alt="" src="https://www.asaqs.co.za/resource/resmgr/News_items/EBC_Cover_250px.jpg" style="float: left;" />The five authors of the proposed Agreement were John Bowles, Michael Raaff, James Blackburn, Prof Gaye Le Roux and Michael St Leger Searle.</span><span style="font-family: Arial, sans-serif;">&nbsp;</span></p>
<p style="margin-bottom: 0.0001pt; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12px;">They decided to produce a uniquely formatted document, combining an original copy (client’s copy) with a duplicate copy (for the Contractor), each in an extended single-sheet, which meant that the complete, undivided text of the Agreement would always be in full view of anyone perusing the contract, thereby diminishing the risk of oversight of any of the clauses.</span></p>
<p style="margin: 0cm 0cm 0.0001pt 1.4pt; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12px;">&nbsp;</span></p>
<p style="margin: 0cm 0cm 0.0001pt 1.4pt; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12px;">In 1989, the First Edition of the innovative Agreement, titled <i>Everyman’s Building Contract, </i>generally known as Everyman’s was published by QS Publications in Port Elizabeth.</span></p>
<p style="margin: 0cm 0cm 0.0001pt 1.4pt; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12px;"></span><span style="font-family: Arial, sans-serif;">&nbsp;</span></p>
<p style="margin: 0cm 0cm 0.0001pt 1.4pt; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12px;">The authors’ expectations had been that the document would be most popular for minor works, but they soon discovered that the majority was used on medium-sized projects throughout South Africa.</span></p>
<p style="margin-left: 1.4pt; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12px;">When stocks ran out, the document was not reprinted. </span></p>
<p style="margin-left: 1.4pt; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12px;">Over the years, frequent requests for copies clearly indicated that while Everyman’s was needed by contractors and their clients, if it were to play its original role as a mutually fair, complete and workable set of conditions of contract supporting the interests of both parties engaged in construction processes, the contents had to be refined, updated and aligned with developments in the construction industry.</span></p>
<p style="margin: 0cm 0cm 0.0001pt 1.4pt; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12px;">During 2013, in searching for a new home for Everyman’s, the original authors approached the Department of Quantity Surveying at the Nelson Mandela Metropolitan University with the suggestion that their existing authorship rights would be ceded to the Department, on condition that Everyman’s would be used in a teaching / learning environment and that the Department would take over Everyman’s by updating the document in perpetuity and distribute at a non-profit price to contractors, co-contractors, clients, property owners&nbsp; and developers.&nbsp;&nbsp; </span></p>
<p style="margin: 0cm 0cm 0.0001pt 1.5pt; text-align: justify;"><span style="font-family: Arial, sans-serif; font-size: 12px;">&nbsp;</span></p>

The construction arena is becoming more global as professionals look beyond our borders for work and as increasing numbers of employers use international forms of contract such as FIDIC and NEC/ECC. In this one day seminar we examine the key differences between the standard construction contracts currently in use and compare the approaches taken by these contracts to important issues. <p style="margin: 0cm 0cm 0.0001pt;"><span style="font-size: 9pt; font-family: Tahoma, sans-serif;">The FIDIC contracts, published in 1999 are rapidly gaining wide acceptance internationally due, in part to the fact that the World Bank has committed itself to use these contracts. With the 1999 contracts FIDIC has introduced a Construction Contract suitable for use in building works and a Small Works Contract. The contracts have also contributed a focused Design &amp; Build/ Turnkey contract. <br />
<br />
While the FIDIC contracts undoubtedly hold many advantages over the previous suite of FIDIC contracts they have been criticized, in particular for the manner in which they allocate risk. Contractors, in particular, have raised concerns about the risk allocation. </span></p>

<title>ASAQS Position Paper - Sector Code Alignment</title>

As you may be aware the Construction Sector Charter Council (CSCC) has embarked upon the alignment of the B-BBEE Generic Codes as issued and legislated by the Department of Trade and Industry (DTI) on the 11th of October 2013. Below is some general information regarding the CSCC and its mandate.<br />
<br />
<span style="color: #548dd4;">THE ESTABLISHMENT OF THE CSCC</span><br />
&nbsp;<br />
The CSCC was established in October 2012 out of mandated representatives of the construction industry voluntary associations representing the established and emerging sector of the Built Environmental Professionals (BEPs) and contractor bodies (General Build), the Department of Public Works (DPW) and labour unions. The incorporation of the CSCC in 2012, was the result of an engagement process that started in 2003, and resulted in the gazetting of the construction sector codes in June 2009. By signing the founding constitution, representatives of these parties committed to the transformation of the industry and agreed on the measurement instrument to report against this.<br />
&nbsp;<br />
<span style="color: #548dd4;">ALIGNMENT PROCESS</span><br />
&nbsp;<br />
The CSCC has finalized and approved the programme and schedule for the alignment of the Construction Sector Code with the revised Codes of Good Practice (CoGP) issued by the Department of Trade and Industry (the dti). In line with this process, all industry voluntary associations are expected to participate in the discussions, deliberation and agreement of the new look CSC scorecard elements, measurement principles, weighting points and targets over the agreed process.<br />
&nbsp;<br />
In line with the requirement that voluntary association that are member of the Built Environment Professions (BEP) represent the interests of their respective professions during the negotiation process to align the generic codes within the Construction Sector, the ASAQS has developed a position paper. This position paper was compiled from an engagement process conducted with ASAQS Member Practices in Gauteng.<br />
&nbsp;<br />

It is vitally important that our members understand that this position paper only represents a desirable outcome that the ASAQS hopes to achieve at conclusion of the negotiation process with the DTI and the Emerging Sector. We are unable to guarantee that any of our proposed changes to the Generic Code will be accepted by either the DTI or the Emerging Sector. However, this position paper is closely aligned with other stakeholders represented in the established sector with some minor deviations from their own views and positions.</p>

This is because both the Emerging Sector and Established Sector must reach agreement by the end of October 2014 at the very latest. The parties will both need to take into account that a public comment period of 60 days is mandatory. If all the stakeholders do not manage to complete their negotiations and allow enough time for the public comment period to be concluded, then the Generic Codes and Codes of Good Practice as they stand will apply for our entire sector by default. This deadline is 1<sup>st</sup> April 2015.</p>

We are keenly aware of the time constraint to receive any other additional comments that you wish to make.</p>

<br />
An annual survey of salaried staff is conducted amongst firms in order to determine the hourly rate for principals, partners, members of close corporations and directors.<br />
<br />
As such principals are not necessarily allocated a salary, different categories of salaried personnel are used as a basis, with a factor added in order to arrive at an hourly rate.<br />
<br />
Please be assured that absolute confidentiality is assured. As soon as feedback is returned from the firms, this information is handed over to a firm of statistical analysts who are commissioned to capture the information and compute the results to finally arrive at an hourly rate.<br />
<br />
Clearly the better the response from the firms, the more reliable and representative the results will become. A special appeal is therefore made to all member firms to please assist the Association with this important survey by setting aside a little time to complete the questionnaire and returning same (preferably in electronic format) to the offices of the Association by no later than the deadline date of Friday 26 August 2014.<br />

<title>Ridding Government Departments of Procurement Fraud to be Applauded</title>

<description><![CDATA[Recent articles in the press regarding possible fraudulent activity in which members of the quantity surveying profession have been implicated is of grave concern to the South African Council for the Quantity Surveying Profession and the Association of South African Quantity Surveyors.
Mr Steve Lyons, Registrar of the South African Council for the Quantity Surveying Profession states that the quantity surveying profession has a track record of strictly ensuring that the public and client’s financial interests in respect to construction projects are properly managed and safeguarded at all time.  He says: “The ethics of the profession is such that we regularly encourage both clients such as Government and private enterprise, plus the registered professionals themselves to report any unacceptable behaviour for the SA Quantity Surveying Council to take strict and decisive action. In this regard, we applaud members of the public and those courageous individuals in the public service who blow the whistle on any fraudulent activity.
Recent front page reports are indicative of the numerous similar complaints received of project procurement fraud perpetrated in a multitude of National, Provincial and Local government, plus within most of the larger parastatals.  The SACQSP believes that Government would be better served by ensuring that registered quantity surveying professionals are engaged from the commencement of projects. Unregistered ‘professionals’ in these state departments are all too often expected to fulfil the function of a professional Quantity Surveyor.  You don’t rely on a nurse to undertake heart surgery” quotes Mr Lyons.
The Council ensures that all registered persons are assessed and therefore deemed to be competent, are committed to lifelong learning and ethical behaviour. The SACQSP is one of the built environment professional councils who does not hesitate to de-register professionals who do not keep their technical competence relevant and current.  The Association of South African Quantity Surveyors, who ensure that the technical Standards of the profession, are continuously updating and recommending optimal protocols to the quantity surveying community as the built environment evolves. The ASAQS remain on the forefront of ensuring the contractual documentation utilised in the built environment is current and the most appropriate to safeguard the interests of both client and contractor.
“If money is no object, anyone can manage your project.  But as economic conditions toughen and if you are doing any construction projects from R500 thousand to R50 billion, only a professional quantity surveyor should be considered” says Mr Larry Feinberg – Executive director of the ASAQS.  The 3% - 4% of fees that require to be paid to a professional Quantity Surveyor will often yield savings 2 to 4 times that amount once expert cost management is implemented on your project; it also gives you peace of mind that your project is safeguarded with proper legal documentation and financial safeguards.]]></description>

<title>ASAQS Workshops at Interbuild</title>

<description><![CDATA[<p><span style="color: black;">ASAQS&nbsp;is presenting a series of 4 workshops at the <a href="http://www.interbuild.co.za/EN/Content/Pages/Home" target="_blank" originalpath="http://www.interbuild.co.za" originalattribute="href">Interbuild Africa 2014 Expo</a> to be held from 20 to 23 August 2014 at the Nasrec Expo Centre, Johannesburg. The workshops will take place on Friday 22 August, at 8h00, 10h00, 12h00 and 14h00. Members can earn CPD hours by attending any, or&nbsp;all, of the workshop. Each workshop carries a 1,5 hour Category 1 CPD credit.<br />

<title>What the ASAQS had to say on the issue of how the QS profession should be governed in future...</title>

<description><![CDATA[<p>Your profession is currently controlled by Council who determines the ethics and standards which should be upheld by all&nbsp;practising&nbsp;professionals.Their mandate is in terms of an Act of parliament and their statutory powers are&nbsp;<a href="http://www.sacqsp.org.za/?page=Statutory_Powers" target="_blank">described fully on the SACQSP website</a>.<br />
<br />
Various attempts were made in the recent past to change either the powers of Council or how it functions in terms of current legislation.<br />
<br />

The Honourable Minister of Public Works has&nbsp;<a href="http://www.sacqsp.org.za/resource/collection/AB8BAB1C-A38A-476D-B6AE-B1EA90908AB5/BUILT_ENVIRONMENT_PROFESSIONS_POLICY_Proposed_Amendments_to_the_Statutory_Regulatory_Framework_of_the_Built_Environment_Professions_2014.pdf" target="_blank">published in the Government Gazette</a>&nbsp;a draft Policy document spelling out the proposed future of the SACQSP. The proposal is to close the Council for the Built Environment (CBE) and absorb it into Public Works. The SACQSP will then in future report to Public Works.<br />
<br />
Your Association has written to the Minister stating that the ASAQS&nbsp;supports option 2 and respectfully requests the Honourable Minister to consider the following-</p>
<ul>
    <li>Establish a clear policy and mandate for the CBE as the representative body for the BEP Councils (BEPCs) addressing issues such as governance, integration between BEPCs, liaison with Government, conflict resolution etc.</li>
    <li>Establish a BEP liaison structure where DPW liaises solely with the CBE as the representative body of the BEPCs, where after the CBE will further communicate/ discuss with its constituent BEPCs.</li>
    <li>Limit the role of DPW to that of oversight of the CBE and linking it with the&nbsp;Government of the day.</li>
    <li>Make professional registration compulsory in the Built Environment and effectively&nbsp;enforce Identification of Work.</li>
    <li>Create an Ombudsperson/body funded by Government, possibly within the CBE, for&nbsp;the BEPCs (similar to the Public Protector), tasked with overseeing its own&nbsp;investigations and mandated to raise matters within the ambit of our judicial system and&nbsp;hope that consideration be given to combining this role with the CBE.</li>
</ul>
<p>The ASAQS has also assured the Honourable Minister and the Chief Director of Construction Policy Development&nbsp;that the Association is at their disposal should they wish to consult with them on any of our aforementioned&nbsp;comments directly.<br />

The Department of Public&nbsp;Works will not do business with any suppliers that are not registered on the database.&nbsp;The closing date for submission is 31 July 2014<br />

The Department of Public Works requests ALL EXISTING Service providers registered onto the DPW&nbsp;Supplier Register to submit the documents according to PA 24 application form with regards to&nbsp;responsive criteria to ensure compliance with the SCM prescripts:<br />

There are no entry fees. To enter the competition entrants are to write and submit an essay and presentation on the topic: “Why I want to become a Professional Quantity Surveyor”.&nbsp;<br />

There is no limit on the length of the essay, but the adjudication criteria below will apply. However, the presentation should not exceed 30 minutes, which the winner is expected to present at the 7th Annual Quantity Surveying Conference to be held in Pretoria on 22 &amp; 23 September 2014.<br />

<title>Highlights of Minister Nxesi’s five year policy statement and vision for 2014 – 2019, to top managem</title>

<description><![CDATA[<span style="color: #000000;">In the first Mintop of the new administration that was held on Friday, 20 June 2014, Minister T W Nxesi delivered his Five Year Policy Statement and Vision (2014 – 2019) for the Department where he set the broad direction and agenda for the next five years.</span><br style="color: #000000;" />

<span style="color: #000000;">In his address to top management, chairpersons and representatives of the entities reporting to him, Minister Nxesi identified the following as key priorities that the Department will focus on in the next five years:</span><br style="color: #000000;" />
<br style="color: #000000;" />
<span style="color: #000000;">1. The creation of 6 million work opportunities for poor and unemployed people through the labour-intensive delivery of public services and infrastructure. Public employment programmes must facilitate community participation, and provide tangible benefits to communities, the society and the economy.</span><br style="color: #000000;" />
<br style="color: #000000;" />
<span style="color: #000000;">2. The operationalization of Property Management Entity (PMTE) and the transformation of the core property business (including construction management). This necessarily includes a programme to rebuild technical and professional capacity.</span><br style="color: #000000;" />

<span style="color: #000000;">3. The operationalization of the Governance, Risk and Compliance branch to drive anti-corruption and to spearhead the second phase of the Turnaround – Efficiency Enhancement - using the tools of planning, SDM processes and performance management. This also means working with HR and Change Management to promote a committed performance driven work culture.</span><br style="color: #000000;" />

<span style="color: #000000;">4. In consultation with all stakeholders – particularly the wider Public Works family in the provinces - a policy review culminating in a Public Works Act. This will provide a solid foundation for the third phase of Turnaround: Sustainable Development, and will clarify and refresh the mandate of Public Works.</span><br style="color: #000000;" />

<span style="color: #000000;">5.In partnership with our entities, the charter councils and relevant stakeholders, a renewed and sustained programme of action to transform the Built Environment – the construction and property sectors – as part of the second more radical phase of transition to democracy.</span><br style="color: #000000;" />

<span style="color: #000000;">The Minister concluded by saying: “These are the priorities that the Deputy Minister and I will be monitoring closely. These are the priorities that must drive the detailed planning work of Exco, and inform targets and performance agreements.</span><br style="color: #000000;" />

<span style="color: #000000;">These are the areas where we have to collectively change gear, to pick up the pace to move the Department forward”.</span><br style="color: #000000;" />
<span style="color: #000000;">In the aftermath of former President Mandela’s funeral, I said: We have been exhorted to keep alive the Mandela legacy. The message to us – as public servants - is therefore clear: we have a responsibility to continually improve service delivery on a sustainable basis.</span><br style="color: #000000;" />

<span style="color: #000000;">“The vision I have tabled today, I believe, is both transformational and yet practical and achievable. It will require commitment and hard work. This is the "National Scarce Skills List: Top 100 occupations in demand".<br />
<br />
The list was released by Minister of Higher Education and Training Blade Nzimande a week ago. It's a draft and is open for public comment until June 20." Reported The Star last Thursday.<br />

3 Mechanical engineers<br />

For example, points were assigned to occupations which were identified by the Sector Education and Training Authorities as scarce skills, if it was identified in the Department of Labour's Job Opportunities and Unemployment Report index, or if it required at least three years of formal study."<br />

By now you should have received a direct <a href="https://www.asaqs.co.za/resource/resmgr/News_items/Letter_SACQSP"s_registered_p.pdf" target="_blank">email from the Competitions Commission</a> with a covering letter and survey form.<br />
<br />
The Competitions Commission is currently reviewing our professions application to allow the SACQSP (as mandated by current and existing legislation) and supported by the ASAQS to publish the PrQS fee guidelines. The issue being debated by the Competitions Commission is that they are currently trying to establish if such a prescribed professional fee should be viewed as being “anti-competitive”.<br />
<br />
The Competitions Commission sent an email out directly to all registered and practicing professionals on the SACQSP database late last week.<br />
<br />
The overall intent of the email and the information contained within the attachments is to allow all registered <a href="https://www.asaqs.co.za/resource/resmgr/News_items/Questionnaire_to_SACQSP"s_Re.pdf" target="_blank">Quantity Surveyors an opportunity to comment on this critical matter by completing the questionnaire compiled by the Competitions Commission</a>. <br />

It should also be noted that the SACQSP supported by the ASAQS has already submitted an application to the Competitions Commission to allow our profession to continue to publish the PrQS Guideline Fees.<br />

</font><br />
<font style="font-weight: normal;">With advent of the promulgation of the identification of work expected later this year, the quantity surveying profession need to recognise alternative tiers of registration for persons working in the QS field other than as a PrQS. The Council has commenced investigation into the possibility of recognising persons who specialise in the contractor perspective of quantity surveying, plus the “back-room” technical support surveyor. Each new tier requires to be fully described, with levels of competencies set, routes to registration prescribed and any other specific limitation in the market that they may offer their services.<br />
<br />
This will be work-shopped over the next 2 – 3 months and anyone wishing to add input, should contact the Registrar.</font></span></h4>

Did you know that there are several African countries with population densities that far surpass the world average and that it must be the "youngest" continent by far? (The populations of all African countries comprise of between 30% and 49% children aged under 14)<br />

<description><![CDATA[<p>The Executive Director of the ASAQS, Larry Feinberg, announced &nbsp;that the new Standard System for Measuring Building Work was now available on the ASAQS website.</p>
He said: "The first draft (Draft #1) of our updated Standard System (7th Edition) is now available for comment to all of the ASAQS’s members."<br />

He called on members to participate in the finalisation of the document: "The draft has been made available on our website for all of our members to review. This is a golden opportunity to have your say on what changes you would like to see being made, &nbsp;to what can only be described as a document of paramount importance within our profession. The Association and the Standard System Committee would be grateful to receive your opinions and suggestions on Draft #1 so that each one of your suggested changes or additions to the Standard System can be discussed and debated by the committee for possible inclusion into the final product."<br />

<description><![CDATA[<h1><font face="Arial"><font style="font-size: 12px;"><font color="#000000">The Honourable Minister of Public Works has published in the Government Gazette a draft Policy document spelling out the proposed future of the Council for the Built Environment (CBE) and the six Professional Councils. In summary, the proposal is to close and absorb the CBE into Public Works and the Professional Councils would report directly to Public Works. The individual Professional Councils would retain their autonomy to regulate their individual professions.&nbsp;</font><br />
